Can I expect to receive my Stimulus check by direct deposit even though I had to pay the IRS in 2007?

Does the government receive access to use my checking account to deposit the Stimulus check, or should I plan on waiting for a paper check in the mail?
Will I still get my stimulus check even if I never sent in my amended return, that was for education credits?
