I just did one for my grandmother and a sister. Go to www.irs.gov and look at the section on questions about not filing. There is a simple 1040A you fill out and mail in. It takes like 7 minutes to fill out. Unless she made less than 3000.00 in wages or 300.00 in other benefits, than she gets one. You can still file for one.
