The IRS had THEIR account info, not yours, so can't very well deposit your rebate to your account when they don't know what it is. So you'll get a paper check in the mail. By doing that, it involved a 3rd party bank who deducted the fees and then deposited the balance of your refund into your account. So, the 3rd party has your direct deposit info not the IRS.
