2009 Stimulus Check

During the bush tax cuts, many of us working-class citizens got a check in the mail for a pretty good amount. Certainly enough to get the kids some clothes and treat ourselves to dinner somewhere nice.
Under the new Stimulus package, will we also, get a check in the mail that will do this?

My step-dad owes $30,000 in taxes for his auto mechanic shop. His credit isn’t horrible but it also isn’t that great either. Does anyone know what he can do? Is there anyway he can receive some of the money from the stimulus package?

Also, will owing back taxes delay the receipt of my stimulus check?
I only owe $85.00 from my 2007 return, so even with interest and penalties I should be receiving a check.
